Jenny Tasker

I am a ‘can do’ person. I stand by the view that if you wish to do something badly enough, you will always find the time to do so. I was elected in 1995 as a Douzenier. Further elections in 2001 and 2007 allowed me to continue to represent the ratepayers and electors of St Peter Port. The Parish of St Peter Port has always been a passion and commitment for me and one, which I hope you will re-elect me to continue to serve as your Constable.

I was elected as Junior Constable 2002 and I served under Senior Constable Richard Barneby.
On his retirement, I became Senior Constable, although the day-to-day work of the Constables is collaborative.

The role of Constable is one of great responsibility. If re-elected I will continue and build on:-

Looking after and improve our Parish property;
Setting the budget and managing the finances efficiently;
Keeping rates as low as possible where there is direct control – tipping charges, for example, are not set by us and the refuse rate will continue to rise;
Working closely with the Dean and Church Wardens and questioning their representations, so that the upkeep of the Town Church has been carried out effectively and efficiently;
Actively carrying out hedge and stream inspections;
Supporting viable improvements and accessibility to the Constables’ Office building for the benefit of our staff and the Parish;
Reporting following Liquor License visits and Al Fresco applications, attending the Royal Court when issues may be controversial;
Sunday Trading, annual premises’ visiting to ensure compliance with the Law;
Meeting with Culture & Leisure, Police, Traffic, Town Centre Partnership and other interested parties regarding events in Town and road closures;
Following up complaints from members of the public;
Reviewing staff contracts.
By working with States Works Department, it has been possible for the Constables to source Gum and Butt containers – the sub committee has enabled them to be placed appropriately.
Actively supporting signage in Guernsey French.
Supporting the Floral Committee in their magnificent efforts.
Visiting sites for proposals to be made to the Lighting Committee for them to investigate specific areas, where necessary.
Encouraging the development of the Parish website.
Fully supporting the proposed ramp on the east side of the Town Church.


You will see from the above some of the aspects of working for the Parish. This is why experience is so important in taking forwards the above and more.
I may not please all of the Parishioners all of the time but I have and will always try to do all I can for both the Parish I love and the Parishioners who are the Parish.




Dennis H le Moignan


As an experienced Douzenier, I and other like-minded Douzeniers and parishioners feel it is time for a change at the top. Time for a fresh approach, fresh thoughts and impetus. I have the will, time, commitment and ability to fulfil the requirements of the Constables position.

Now in my second term as a Douzenier, serving on the Emergency Planning, Town Management, Town Lighting, Streams, Douits & Hedges sub committees, also assisted Constable Cash with the annual quarry face inspection, and am going to assist with inspection of premises with regard to Sunday Trading Licences.

I am totally committed to working for the benefit of all parishioners and the parish, but especially the youth, disabled and elderly.

At present, we have a situation where the Senior Constable of the parish is also a Parish Deputy. This means that person is doing the same job, (looking after our interests) albeit at two different levels, depriving us the parishioners from having three people working for us, instead of just two, as at present.

Some Background information:

I served 39 years in the Fire Service, now a part time supply Teaching Assistant at Le Rondin School.

Union Shop Steward approx. 20 years, Co Founder and ex Chairman, Guernsey Public Employees Consultative Committee, ex committee member and Chairman, States Workers Pensions Consultative Committee.

Social participation; Ex Chairman, ME/CFS Awareness Group, Ex committee member, Self Harm/Self Help group, Instigator & Chairperson of Awareness 20-01, St. Peter Port Douzenier, Chairman, PostWatch Guernsey.

Digital TV Switchover


Help is at hand to switch to digital TV in the Bailiwick of Guernsey


You may already know that in November this year television in the Channel Islands is changing to digital – but did you know that help is available for older and disabled people?

When the switchover comes to the Bailiwick of Guernsey most people will find it easy to make the switch. But some people may find the transition to digital more daunting than others.

That’s why, in the run-up to switchover, the BBC-run Switchover Help Scheme is working with Digital UK to tell eligible older and disabled people about the switchover and the practical help that will be available for them to make the change to digital on one of their TV sets.

The Channel Islands are served by the Fremont Point transmitter group, based in Jersey, and it will switch to digital on 17 November 2010. That’s when people across the islands who don’t have digital TV will lose their terrestrial channels.

Caroline Byng, Help Scheme regional manager for the Channel Islands, said: “The Switchover Help Scheme aims to reach out to all eligible people. We want to make sure those who need our help get it so that no-one eligible is left behind without access to television after the switchover.”

Who is eligible?

Residents of the bailiwick of Guernsey, who meet one or more of the following criteria, are eligible for support from the Digital Switchover Help Scheme:

Those aged 75 or over
Those who receive Attendance Allowance or Supplementary Benefit on the basis of being disabled, or over school leaving age and incapable of self-support and likely to remain so for a prolonged period
Those who are registered blind or partially sighted in a register maintained by or on behalf of the Guernsey Blind Association
Those who have lived in a care home for six months or more
War Pensioners who receive War Pension Mobility Supplement or Constant Attendance Allowance from the UK Service Personnel and Veterans Agency (SPVA)

All those in the groups outlined above will be asked to pay £40 towards the cost of installation of a digital receiver, unless:

They are in receipt of Supplementary Benefit
Their partner is in receipt of Supplementary Benefit
They are a child who is eligible for help and their parent/guardian is in receipt of Supplementary Benefit
They live in Sark and the Sark Douzaine has determined that they are entitled to free help


Installation will be free of charge for those who meet this criteria.

What do I need to do?

In the run-up to the switchover, every eligible person in the Bailiwick of Guernsey will receive a Switchover Help Scheme information pack explaining the options available for switching to digital.

The first batch of information packs should now have been received and these will be followed up by two further letters between now and November.

Accessing help through the scheme is easy – simply call FREEPHONE number 0800 40 87 654. The Help Scheme advisors will talk you through the best options for you and arrange for a home visit should you require further explanation face to face. They can also book an appointment for your new equipment to be installed.

Floral Awards


St Peter Port strike Silver Gilt in Floral Awards and scoop a pot of other well-deserved awards.

Under the Coordination of Douzenier Katina Jones, St Peter Port & the St Peter Port Floral Team scooped the Silver Gilt in the Floral Awards at Beau Sejour on Saturday evening.

St Peter Port also scooped the trophy for best floral display at the Royal Court, Gold for the Constables Offices, a trophy for the hardest working Floral Team and Amherst won the best school award.

2010 Dog Tax £500 Fine


Owners of dogs who have not paid Dog Tax for the year 2010 are reminded by the Parish Constables that they are now guilty of an offence under The Dog Licences (Guernsey) Law, 1969 (as amended) and liable, on conviction to a fine not exceeding Five Hundred Pounds.

Appropriate action will be taken by the Constables against anyone known to be keeping a dog without having paid the tax.

If payment is made by post, a stamped addressed envelope must be enclosed.

2010 Dog Tax


The Constables of the several Parishes of the Island hereby notify owners of dogs who have not paid the above-mentioned tax for the year 2010 that it is now OVERDUE.

The tax, at the rate of £5.00 per dog over the age of six months, should be paid WITHOUT DELAY to the Constables of the Parish in which the owner resides.

If payment is made by post, a stamped addressed envelope must be enclosed.
