XMAS LIGHTS APPEAL

Did you know it costs over £30,000 to provide the Christmas light in Town and organise the switch-on ceremony which is enjoyed by everyone, not just by St Peter Port residents.
 
Many of the lights are now 10 years old and need to be replaced with modern low energy LED’s, but without more contributions this will not happen.
 
It would be awful to have Christmas without a Christmas Lights display.
 
The Christmas Lights is a Guernsey Registered Charity, Reg. No. 395.  You can contribute in the following way:
 
  • By cash or cheque to the Constables Office, New Jetty, White Rock, St Peter Port, GY1 2LL. Cheques should be made payable to “St Peter Port Constables – Christmas Lights account”

Collections will also be made by the Douzaine at the late night shopping Thursdays on 4th, 11th and 18th December.

The Constables and Douzaine of St Peter Port hereby give notice that the election of the under-mentioned parochial officials will take place on Wednesday 3rd December 2014 at Beau Sejour, Cambridge Room. The meetings are convened pursuant to Article 55 of The Reform (Guernsey) Law, 1948, as amended, the Public Assistance (Amendment) Law 2006 and the Education (Schools Committees) Ordinance, 1970.

The terms of office of all retiring officers will expire on the 31st December 2014.

All (unless indicated otherwise) are eligible for re-election. Those marked with * do not seek re-election.

Nominations are invited.

Nomination forms for the purpose are available from the Constables Office, New Jetty, White Rock. Completed forms must be returned thereto no later than 4.00 p.m. on Monday 24th November 2014.

Town Centre Manager Review

Update notes 20th June 2014

Please see details below on the progress of the committee;

The committee met on the 11th June to discuss the aims and objectives of the review, and to formulate a plan of action.

The meeting was preceded by an overview of the history and role of the Town Centre Partnership (TCP) given by the chairman of that body, Mr David Cherry.
He offered, along with accountant Mr Paul Burnard, to present the 2013 TCP accounts to the Douzaine at the July meeting, which we have agreed to.
It should be mentioned here that the reason for the delay in having accounts available is down to the fact that they are prepared on a voluntary basis, as and when time permits, around the accountant’s normal workdays.

Following this overview, and a question and answer session, Mr Cherry left the meeting.

The committee have agreed on the following short- term objectives:

Review the original TCP trust documents,
Review the TCP accounts,
Review documents and minutes of previous TCP meetings,
Compile a list of all St Peter Port businesses and stakeholders,
Prepare a short questionnaire to be presented to businesses and stakeholders,
Compile a list of comparative UK jurisdictions where a TCM has been appointed,
Prepare and forward a standard letter to a selection of the above, to seek feedback on the role,
Contact St Helier Constable, Simon Crowcroft, to ask for feedback on their experiences,
Include and consider feedback from the Douzaine.

Review the salary paid in 2014, to date, to Mr Jack Honeybill, (current TCM).
List sponsorship raised or committed in 2014.

Longer-term objectives are to assess;

What the continuing role of the TCP will be,
The continuing costs and benefits of contracting Mr Honeybill,
Whether or not we feel there is a need for a TCM,
Assess the information we gather,
Make an informed decision on what recommendations we would propose to the Douzaine prior to the next parish meeting,
Other areas that we consider relevant to the ongoing review.

Mr Jack Honeybill (TCM)

As agreed, we have carried out a Cost/Benefit review of the function of the contracted TCM, Mr Jack Honeybill, for 2014:

For the period January 1st to June 19th 2014 Mr Honeybill has been paid £6,675.

Sponsorship which has been raised by Mr Honeybill during the period January 1st to June 19th 2014 is £42,425.

It should be pointed out here that we have been informed of one long-term sponsor who has pulled out of a sponsorship deal as a result of recent negative publicity surrounding the role of the TCM.

We would ask that all members of the Douzaine please be patient as we carry out this review, and allow us the time to prepare an informed recommendation to the Douzaine later in the year, prior to presenting any proposals to the parish.

Appointment of the Town Manager Statement

We would like to clarify points made in the article that appeared in the Guernsey Press on Friday 25th April regarding the appointment of a Town Centre Manager.

The Constables alone decided to delay the announcement of the appointment untill the Parish Meeting held on Wednesday 16th April.

We agreed that the best way forward in the interim was to employ the existing Executive Officer of the Town Centre Partnership to ensure that his experience and knowledge was not lost, with a view to advertising the post in approximately six months time.

In the near future we will be holding a meeting of stake holders to discuss the role and future development for the benefit of the Town, and we apologise again for any errors on our part in the matter.

Kerbside Recycling Progress

Kerbside recycling has had an encouraging start with many parishoners making use of the new service provided by Public Services.  Parishoners are reminded not to contaminate recycling materials with food waste, nappies etc.  and to ensure that the correct materials are presented in the clear and blue bags provided and put out on the correct nights”. First Aid Course for Senior Citizens


To be held at Les Cotils Christian Centre (Carol Hindes Room) on Friday 7th March 2014 at 2.00pm.

Dawn Bagnall of Delta Training and Consultancy has kindly offered to run a First Aid course free of charge for senior citizens. Places on the course are limited to 20 and can be booked by either calling Dawn on 07839 123011 or the Constables office on 720014.

Kerbside Recycling Bags 17th Feb


More than two million specially designed bags have been produced for Guernsey residents to use when the new kerbside recycling collections are introduced in March 2014.

A supply of the bags, made from recycled plastic, will be delivered to every household from the week beginning 17 February 2014.

They will be used for mixed recycling, which will be picked up by along with the regular parish black bag collections.

Clear bags are being provided for mixed paper and cardboard.

Blue bags are for mixed tins, cans, plastic containers and drinks cartons.

The parish bin men will collect clear bags one week, and blue ones the next.

Full instructions on how to use the new service are also being delivered to households from the week of Monday 17 February.

Tina Norman-Ross, Public Services Recycling Officer, said the delivery of the bags for kerbside recycling and information packs will signal to islanders how close the new service is.

“Kerbside collections will make recycling a great deal easier and more convenient.”

“We hope that will help people who currently visit the bring banks to recycle a bit more than they do now, and anyone who up until now has not started recycling will have that extra encouragement,” she said.

The States of Guernsey Public Service Department will be collecting information from the first two years of the new service, which is being launched as an interim scheme.

It will also run trials of glass collection in some areas, and it hopes to include this in the final scheme.

“A lot of this is about gathering information to make sure whatever we decide on for the final scheme is really the optimum solution for Guernsey.”

“Once the new service is up and running we will be looking to islanders for their views on how it is going, and whether it can be improved,” Tina Norman-Ross said.

The bags have been printed at Gelpack, in Hereford and feature clear guidance on what types of recyclable materials will be collected in each colour bag.

Mayside Recycling will be sorting the contents of the bags and sending the bags for recycling provided they are clean.
