Parish Elections

The terms of office of all retiring officers will expire on the 31st December 2015.

All (unless indicated otherwise) are eligible for re-election. Those marked with * do not seek re-election.

Nominations are invited.

Nomination forms for the purpose are available parish office. Completed forms must be returned thereto no later than 4.00 p.m. on Monday 26th October 2015.

Meeting at Les Cotils Christian Centre – Harry Bound Room at the conclusion of the meeting convened by the Churchwardens which commences at 7.30pm on Wednesday 4th November 2015

New Electoral Roll Information

NEW ELECTORAL ROLL INFORMATION
 
A New Electoral Roll is being created for the 2016 General Election. This will also be used for the St Peter Port By-election on 2nd December 2015 and the Parish Elections on November 4th. Any eligible resident wishing to vote in either the By-election or the Parish Elections must register on the new Electoral Roll by 15th October 2015.  You may register by completing the household registration form sent to every household or online at www.election2016.gg.
 
Individuals wishing to vote in the General Election in April next year must register by 29th February 2016.If you wish to find out more about registering, please contact the Elections Office on 747580.

Control of Dogs Cambridge Park

We have received several complaints by telephone and by social media after our Groundsman (who is also a Special Constable) has advised dog walkers that they must keep their dogs on a lead whilst in the grounds of Cambridge Park. Our Groundsman has received abuse from various members of the public over this issue. We would like to remind all concerned that this is not a Parish or Constables rule, but a States of Guernsey Ordinance, namely The Control of Dogs Ordinance, 1992.  This prohibits dog owners from allowing their dogs off the lead in recreational and children’s play areas, also streets, piers and beaches. We, as Constables, have a duty of care to protect all users of Cambridge Park and not just the interests of dog owners.

Douzaine Meeting

Summary of Douzaine Meeting on Monday 26th January 2015

Present: Mr D H Le Moignan (Constable), Mrs J M Tasker (Constable), Mrs C E Goodlass, Mr R R Matthews, Mr P J B Wilson, Mrs K E Jones, Messrs B J Cash, K R Pike, J H Sarre, R A Grant, R L Lord, L C Queripel, N E Forman, R H Harding, Mrs J C Robin, Ms D M Sebire, Messrs P J Burtenshaw, D Falla, Ms M B McDermott, Messrs M G G Garrett and J Mooney. There were no apologies.
Met with Deputies - Deputies E Bebb, R Conder, R Domaille, P A Harwood, J A Gollop, J Kuttelwascher, M Le Clerc and,L C Queripel to discuss the billets.
Minutes
The minutes were accepted as read.

Matters Arising
There were no matters arising.

Procureurs Report
This report was circulated which mentioned that accounts would be audited by BDO Limited.

Cruise Liner Passenger Terminal
An extra meeting was being held on the 17th February at Les Cotils for a presentation by Colin Le Page of Environment (seafront alterations) and Sally Diamond of Harbours (move of cruise ship terminal) followed by a questions and answers session. An official response to the consultation would be forwarded to Environment Planning. Various discussions ensued and a working party was suggested.

Grants to Schools
A vote was taken on carrying on with the existing system but including La Voie Special School, which was carried by the majority of the Douzaine. (The grants to schools is included as part of the Remede for approval by the parish)

Request for a Donation to the Allied Air Crew Memorial
A vote was taken to donate £500 with 10 votes for, 8 against with 1 abstention.

70th Liberation Day Anniversary Update
A Senior Citizens tea party - venue (Les Cotils) has been reserved for Sunday 10th May 2015
There will be a Liberation Day Float and a Committee has been formed to organise this.

A covered stand for disabled/Senior Citizens to view the Liberation Day Parade is still being worked on by Age Concern and the proposal is with Culture & Leisure.

A review of Douzaine committees after 6 months was proposed. 3 votes for, 9 against and 5 abstentions.
Should Douzeniers be Deputies will be investigated with the law officers.
There was much discussion about whether the Douzaine should have a political agenda. No consensus was reached.

Planning applications
No 55 Hauteville & 7 garages, Val Fleury –– redevelopment of site to create 6 dwellings with 8 parking spaces and a double garage for Hauteville Holdings Limited. No objections were raised.
Springburn (former CI Tyres), La Charroterie – demolish existing sheds and erect 20 new apartments and 3 new dwellings with underground parking for Qube Developments Limited. The Douzaine were generally in favour, but felt there was some overdevelopment of the site.
Cote de Colline, Les Vardes – extend and alter dwelling to create a new third floor level, including balconies on the north and east elevations for Mr R Wilkes-Green. No objections were raised.
